The daughter of the late Matthew, Sr. and Elmira Berry Wiley, Charmon was born in Columbus, GA and was a 1974 graduate of Spencer High School. She worshiped with the Seventh Day Adventist faith and was a homemaker.

She was preceded in death by her husband, Samuel Stubbs, Jr. Survivors include: her brothers, Matthew L. Wiley, Jr. (Juanita) and Charles Wiley; nieces and nephews, Kimberly Wiley (Reggie), Horace Williams, Jr. (JoAnn), Horace Williams III, Ti'mon Creighton, Kylah Thompson; an aunt and uncle, Betty Berry and Charles Berry (Rose); other relatives and friends.
