James (Jim) Waugh, long time resident of Granville Co., passed away on July 16, 2017 at Granville Medical Center. Born March 5, 1935 in Statesville, NC, he was the eldest son of the late Fred & Mamie Waugh of Graham, NC.
Jim began his long term law enforcement career with Burlington Police Department before being drafted into the Army in 1958. He was an MP in France before being discharged and joining the NC Highway Patrol in 1960. He retired from the Patrol after 26 years and then served as Oxford Police Chief until 1996.
A celebration of his life will be held at Eakes Funeral Home in Oxford at 2:00 PM on Saturday, July 22nd . The family will receive friends prior to the service from 12:00 to 2:00 PM. At other times, the family will receive condolences at the home of Jay and Anita Waugh.
In addition to his parents, Jim was preceded in death by his beloved wife of 59 years, Marie Harvell Waugh. He is survived by his son Jay (Anita) and daughter Cathy, both of Oxford; his sister Nancy Blythe (Aaron) of Winston-Salem, NC; and his brother Don Waugh (Jean) of Clayton, NC; brother-in-law Andy Harvell (Sara) and two grandchildren, Audrey and Austin Waugh. Jim treasured his nephews Kevin & Keith Blythe, Donald Waugh, and John Harvell and their families, and Jacob Harvell. He leaves behind his favorite backseat driver, Duke.
Jim was a member of Oxford Presbyterian church. He was a 53-year member of the Oxford Masonic Lodge, No. 122. He was member of the Oxford Lions Club, rising to serve as District Governor. He was a Boy Scout Troop Leader for a number of years in Oxford and took pleasure in following the successes of his Scouts throughout their lives. He was a former Board member of Granville Rural Fire Department and a member of the Granville Cattleman’s Association. Jim remains the reigning Miss Kerr Lake crowned in 1983.
