Carlis was born in Bakersfield California on May 31, 1956 to Custer and Arlene Evans. He was survived by 3 siblings Martha Beasley, Buddy Evans, and Glenda Sturgeon. In heaven waiting for him were both his parents and his youngest brother Joseph Evans. He married Charlene Schmitz in 1982. They had 5 kids Crystal, Christopher, Patrick, Charles, and Clifford. He went on to become a grandpa to 12 kids: Jessica, Mackenzie, Desiree, Christopher, Joseph, Jaclyn, Madysin, Miah, Sophia, Elijah, and Uriah. Carlis worked as a plumber for almost 30 years, no longer working after he injured his back.
