Mr. Parmer was born in Franklin, Georgia on April 29, 1952, the son of Margaret Montgomery Parmer and Bill Parmer. He was a Baptist by faith. From a very early age it was clear that young Delmas would be a person who loved life, and enjoyed sharing his fun loving spirit with others. His love for the out of doors was always obvious, and riding on the back of one of his much loved horses out on the trail was where he was most at home. He was always on hand to help others. It was this devotion to the care and safety of others that led him to become a volunteer fire fighter. When Heard County developed a professional fire department he became a member of the staff, and later attended school to become an EMT, and a Paramedic. His strong physical strength and expert swimming skills led him to become a rescue diver. After many years he decided to change professions and became a professional truck driver. He was employed by J-Par Trucking where he was named the 2015 Truck Driver of the Year. The main joy in his life, were his two girls, and their families. They were the center of everything that was precious to him. His grandchildren were especially dear to him, and he enjoyed every minute spent with them. His love of life and the joy he gave to other will long be remembered.

He is survived by wife, Terri Edmunds Parmer of Covington, GA.; his two girls, Renae Taylor (Troy) of Franklin, GA., and Stephanie Shorter (Steve) of Roopville, GA.; parents, Margaret and Bill Parmer of Roosterville, GA; two brothers, and four grandchildren, Emma and Beth Taylor of Franklin, GA., Michael and Ray Shorter of Roosterville, GA.
