Tan Sri Frank Wen-King Tsao, S.B.S., Founder and Senior Chairman of IMC Group of Companies and Founding Chair of Suntec City Development, passed away peacefully with family members around him on 12 August 2019.  He was 94 years old.

In recognition of his decades long philanthropic contributions and public service, he was honoured with numerous awards. Among them are Honorary Citizen Award by the Government of Singapore in 2008; Silver Bauhinia Star (S.B.S.) by the Government of Hong Kong, SAR, in 2006; and the title of “Tan Sri” by the Yang di-Pertuan Agong of Malaysia in 1973.

Born in Shanghai and a graduate of St. John’s University in that city, he was the first-born son of Mr. Ying-Yung Tsao and Mdm Tsao Ng Yu-Shun. He was a loving husband, devoted father and a caring brother. He is survived by his four children: Calvin, Mary Ann, Frederick, and Cheryd. His wife of 70 years Maisie Chow Tsao passed away in December, 2014.

He will be dearly missed.

I have the privilege to be gifted with Tan Sri Frank Tsao’s autobiography last year and read his book with very keen interest. I have personally learned a lot from his sharing and truly admire his grit, determination and fortitude in overcoming all odds to realise his ambition and meaning in life. How the world will be much better if we have more leaders and stewards like him today! I also share his wishes for a better, kinder and balanced world. May he be very well, happy and peaceful. And May he and his family be blessed with the merits of his good deeds.

I will write this note to say how deeply grieved I was to hear the news of Tan Sri Frank Tsao's passing. When I was in Singapore as Secretary General of ASF (now ASA), I had a long personal talk with Tan Sri on the future role of ASF and am now glad to see ASA's active participation in the international discussions about shipping. Tan Sri was a very dear friend and we shall greatly miss him.

It was with profound sorrow that we received the sad news of the passing away of Tan Sri Frank Tsao, former Chairman of the Hong Kong Shipowners Association, and the founder and Senior Chairman of IMC Group.

It goes without saying that Mr Tsao’s long-standing contribution to the Asian maritime industry, including the Asian Shipowners’ Forum (currently, Asian Shipowners’ Association) since its very early years, is unparalleled and we remember his attendance at the ASF Annual General Meeting held in Karuizawa, Japan, in 2006 as if it were yesterday. I am sure that he will be missed by all who knew him.

I first met Mr Frank Tsao in 1979 when we negotiated the Far East Cement deal in Hong Kong, and we have been closely connected ever since. I have tremendous respect for Mr Tsao and through my many meetings with him over the last 40 years have not only learnt much from him, but I have really been impressed by his energy and drive; his strong business acumen, his capacity for detail and the “drilling down” approach to issues, not to mention his integrity and personal relationship skills.
On behalf of my wife, Barbara, myself and our family we offer our most sincere condolences to Calvin, Maryanne, Frederick and Cheryd and their respective families.

Having worked as a graduate trainee since july2000, thank you for allowing me to build a strong foundation into the commercial world of maritime industry! Giving me a second chance to be the company IMC Japan representative (2012-2014), has truly opened the importance of the know-hows within the International Maritime Trade.

I remember my father was not able to charter-in the newbuildings back in the 1970s from IMC, but 40 years later, thank you for allowing me to be part of IMC as a japan representative.

I truly believe it was the late Mr Frank Tsao, who advised my father against moving into the USA, but instead he had advised him to move into Hong Kong from the Republic of Korea (perhaps around in late 1970s?), to restart his next chapter in his profession as a shipping merchant.

40 long years has passed since my father had restarted his new chapter in Hong Kong, 20 great years of my life spent in Hong Kong, and now 16 years here in Singapore.

Thanking two generations of Tsao families to keep my two generations of Yoon family members within the maritime industry.

One visit to the wake was not enough, and had to visit two times... forever grateful and thankful for the Tsao families!

I had the opportunity to study and interview Tan Sri Frank Tsao (and several others in IMC) years ago and was very impressed by his sharp mind. What stuck with me was how astute he was in interpreting his context and time. He understood that, as a business leader, he could influence but not modify his circumstances. When I learned of his demise I re-read the interview transcript and noticed he presented almost all of his considerable achievements as accidental given the circumstances. But the truth is that few others succeeded in correctly reading the - often volatile - situation. With his unique ability to assess the political and economic environment and his role in it, he truly became an outstanding entrepreneur who was warmly welcomed in many countries in Asia. Among his peers (some of whom I also had the opportunity to study) he was easily the most articulate, displaying the wisdom that comes with mastery of the big picture as well as the understanding of those minor technical details that make or break a venture. A legend in business has left us, but he will not be forgotten as we look back on that unique post-colonial growth era in Asia that produced some of Asia’s greatest entrepreneurs. I wish Fred, Mary-Ann and the entire family strength in coping with this loss.

Words seem inadequate to express the sorrow felt by the loss of the late Tan Sri Frank Tsao. 

Tan Sri had made great contribution to the development of maritime industry in Hong Kong, especially in the training of the young to be maritime professionals, providing maritime scholarships, and establishing maritime library and research & development centre in the Hong Kong Polytechnic University.  I will always remember his generosity and support to our Centre. He was an influential shipping magnate as well as an inspiring philanthropist and will forever be missed.

In fond memory of Tan Sri Frank Wen-King Tsao

Members of The Hong Kong Polytechnic University (PolyU) were deeply saddened to learn of the passing of Tan Sri Frank Wen-King Tsao, Founder and Senior Chairman of IMC Group of Companies.

A pioneer shipping magnate, Dr Tsao had made immense contributions to the development of Asia’s maritime industry as well as the promotion of maritime education and research. Over the years, PolyU was most privileged and grateful to have benefited from the ardent support of Dr Tsao. In addition to generous contributions for establishing scholarship schemes and the Maritime Library and Research & Development Centre on campus, Dr Tsao had also devoted substantial time and energy to offering wise counsel to our Department of Logistics and Maritime Studies as Chairman of its Advisory Committee.

In 2006, PolyU conferred an honorary doctorate degree on Dr Tsao in recognition of his long-standing support for our University and significant contributions to the maritime industry. The legacy Dr Tsao left behind is momentous, and PolyU will benefit from it for generations to come.

I am shocked to hear of the unfortunate passing of Chairman Wen-King Tsao. I am deeply saddened and apologetic. 先生天慧,生于乱世,长子嫡孙,首挑大梁。

自学日语,打通文障,南下星岛,建楼夷壤。
联手鹤年,大马建厂,危难之际,接手泰航。
协助费老,中马建交,家国情怀,着实可章。
改革开放,率先回乡,投资实业,连接沪港。
促亚船协,永驻星岛,常任秘书,中国人当。
香港局势,揪心不已,先生余愿,航运荣港。

His Life

Tan Sri Frank Tsao is a much respected and acclaimed veteran in the shipping industry.

Born in Shanghai in 1925, Mr Tsao graduated from Shanghai’s St. John’s University. He started his career working in family-owned companies engaged in banking, transportation and international trade in Shanghai. He then ventured into shipping companies in Hong Kong, co-founding Great Southern Steamship Co. Ltd in 1949. In 1966, he established International Maritime Carriers (IMC) Ltd. in Hong Kong as a shipping company. It eventually grew into a substantial enterprise with ships transporting a wide range of commodities worldwide.

Throughout his long and illustrious career, Mr Tsao had played a pivotal role in shaping the growth of the maritime industry and in promoting maritime education and research in Asia. In Malaysia, he partnered the Malaysian Government in 1968 to help establish her first national shipping line – the Malaysian International Shipping Corporation Bhd. In 1973, His Majesty, the Yang di-Pertuan Agong (the Bahasa Malaysia term for “King”) of Malaysia conferred upon Mr Tsao the title of “Tan Sri” in recognition of his many contributions to the country, including the assistance he provided and his investment in Malaysia’s first shipyard, her first seamen’s training institute and the modernisation of her maritime legal framework.

In 2005, Mr Tsao helped to establish the Centre for Maritime Studies at the National University of Singapore (NUS) and sat on the Board of Directors as Chairman. In 2007, he played a key role in establishing the permanent secretariat of the Asian Shipowners Forum (ASF) in Singapore.

He is also the first Asian recipient of the CMA Commodore Award from the Connecticut Maritime Association of the US in 2002. His important contributions to the maritime industry also won him other awards such as “Personality of the Year” by Lloyds Maritime Asia in 1999 and the Silver Bauhinia Star by the Hong Kong SAR Government in 2006, Honorary Citizen Award by the Singapore Government and Lifetime Achievement Award by Seatrade Asia – both in 2008.

He will be dearly missed.

I am deeply sadden to hear the passing of Frank Tsao, a true and steadfast friend of Thailand. Frank was instrumental in promoting Unithai as the Thai flagship carrier and the Unithai Shipyard as key investments in the Thai maritime industry. I have also personally benefitted from his kindness in imparting his valuable advice and support in my tenure with Unithai.
