Jule began his career with The Veterans Administration in 1974 after graduating from the University of Maryland with a PhD. in Clinical Psychology. Jule also promoted the need for Native Americans to receive, while hospitalized, the spiritual care of their Holy Man and Chaplin Services. He recognized the healing need for Native Americans to express their spirituality with other Native American veterans. He sought and received approval for an on-site area of spiritual practices for Native Americans on the Prescott V.A. grounds.
