Kem Ley has been a Social Development Research Consultant in and outside the country for almost twenty years.  He is currently a Researcher in the Social Development Research, Advance Research Consultant Team.

From 2004-2015, Kem Ley successfully completed several research and study assignments for numerous stakeholders including the Royal Government of Cambodia, development partners, Embassy, civil society organizations and private sectors actors in the areas of Health, housing rights, land grabbing, good governance and other social issues. Kem Ley has also conducted program evaluation assignments for national and international Institutions and development parties including as USAID, IRI, NDI, IFESS, UNICEF, UNDP, UNICEF, UNAIDS, USA John Snow Co,. Ltd, Cesvi, PSI, FHI, MSIC, WVI, CRS, PACT, YRDP, Oxfam, CLEC, SACRED, Plan Inter. Habitat Inter., USA Chemonics Co., Ltd, USA-RTI Co., Ltd, NGO Forum, Malaysia MoH, Nepal Government, Thai PDA Co., Ltd and other line Ministries (NAA, MoSVY, MoLVT, Office of Council Ministers).
