Perry was born in Harris County Ga. on Saturday, February 1, 1930, to Lucy Stripling and Sam Williams. He graduated in Harris County, married Martha Ellen Cook Williams and resided in the Union Community his entire life. He retired from Canaan Farms after 48 years. Perry was married for 50 years to Martha who preceded him in death in 2001. He was also preceded by two sons Perry Jean Williams (1966) and Samuel Horis Williams (2010).

Perry is survived by his son William C (Billy) & Deborah Williams of West Point and grandsons Christopher Samuel Williams of Jackson Lake GA., Daniel Perry Williams of Jackson Hole WY., William Matthew Williams and Jonathan Perry Williams of West Point. He is also survived by a brother Robert E. & Lorraine Williams of Pine Mountain and a sister Mary Williams of LaGrange.
