Todd and my brother Fred Phipps and Michael Rodriguez were thick as thieves! He was like a little brother to me because he was so close to my little brother. I remember them getting on the bus and going downtown to fountain Square, or going swimming at the Y behind Hughes high school, and just hanging out in general. He was in my wedding. In fact the pictures you see of him standing with Steve Ellis and by him self in the black tuxedo are from my wedding. When my husband died Todd called me and talked to me for a long time expressing his condolences and love for the family. He continued to call periodically just to check on me. Todd will be missed but I’m glad we have that hope that we will see him again. We’ll see you in the morning when that trumpet sounds!

Some of the best times that I remember being with Todd, was when we were kids ( around the ages of 9 - 11) He would come out to our house on the weekends sometimes . His mom had dressed him in a ( nice clean pressed shirt and pants )as if we were going to be in the house playing with our toys .
NOT ! This was the farthest thing from our minds . We would go out and play soldiers in old abandon houses , gravel pits and broken down old cars and throw dirt balls as hand grenades . So you can imagine how dirty we had gotten . When he got home his mother wanted to know where on earth had he been to get so dirty . Todd replied with a big smile stated we were playing outside in the fields and everywhere else . So on the next visit my mother would have him change into some of our play clothes and let us go have our fun . When it was time for him to go home , she would have him go the the bathroom and wash up and change back to the clothes he had worn to our house . This way it was our secret. Todd I will miss you.

I have very fond memories of the Allegheny West campmeeting, where for several or more years Todd, Jeff Sloan, George Jason to name a few, would enjoy ourselves and have so much fun (the watermelon feasts, canoeing, making those trips to A&W's for a veggie burger and a root bear float) man, those were good times back in the day. Though as we both got older, we stayed in touch off and on. I loved to hear his crazy laugh! I'm going to miss him. Rest in peace my friend. Prayers of comfort for the family.

My name is Randy Phipps. Todd and my brother Fred were really close in fact, Fred, Todd and Michael Rodriguez were practically joined at each others hips. Todd held a special place in our family's hearts.
Known for his booming bass voice he was also known to talk to youth and try to keep them on the straight and narrow. I witnessed this first hand.
I feel honored to have known Todd from my infancy. Rest up big bro. See you in the Morning.

Todd was a close running mate of my son Fred. They went thru grade school together. From my observation, Todd was always stylish in the way he did things. He never settled for the mundane. My prayers ascend for his brother & sister also lifelong friends, who he leaves to mourn his passing.

I can remember being 11 years old and eagerly waiting my turn to to take Todd for a ride in his stroller. He was the youngest cousin on both sides and will be greatly missed for his cheerful spirit no matter the occasion. His laughter still resonates in my ears. Rest In Peace, Cousin Todd.

Philippians 1:3 says “I thank my God for all my remembrance of you.” I’ve got a lot of good memories of times spent with my brother Todd. We met when he was just a teenager and as teens go, he and his buddy “blue band” were something else. They loved to have fun, especially at the lake and AWC, and like many teenagers, they enjoyed testing their parents and older siblings.  As the baby in the family, everybody loved spoiling Todd. His smile always lit up a room and his giggle was contagious. He loved to laugh! When my children, Todd’s niece and nephew, were young, Todd’s older boys who are the same ages as my children, got to spend a lot of good times together. I will forever cherish those memories and treasure special times spent with T! Rest In Peace, ❤️ Lynne

I have known Todd since he was 5 years old, he was bright, inquisitive, and asked poignant questions. He always had a smile on his face and never complained even when life would have gotten most people down. He was faithful so I know he is in the presence of the Lord. I shall miss him and am proud to have him as a brother in law. I will see you again Todd, but until then rest easy. Your job on earth is done.

Todd will always be remembered in my heart with his smile and generous spirit. Like his father, his voice rings in my ears with its distinctive tone, even as I hear it now. Todd, my brother, I have been honored by your gracious presence in my life.

Todd was such a warm and gentle soul. He always seemed like an inquisitive baby brother from the time I was a teen. I’ll forever remember how we joked and teased each other whether feeling good or bad. I’ll remember and love you always my little bro.
