He was born the 3rd child to Charlie and Fannie Powell at Holy Family Hospital. He attended Carver High school until the 11th grade and soon after joined the United States Navy, where he served briefly and was honorably discharged.

During the most recent years of his life, Ulysses affiliated himself with Macedonia Missionary Baptist Church, Overtone, where his so-in-law serves as Pastor. Ulysses was a longtime resident of the Inglenook/Hudson City neighborhood. He was most notably known for his skillfulness in carpentry and handyman work.

He was preceded in death by both his parents Charlie Powell and Fannie Lee Winston Powell Betts; both his older brothers Charlie Edward Powell and Curtis Powell; uncles John Winston, Wash Winston, and Fax Winston; and aunts Addie Mae Constantine Brown and Annie D. Winston Horton.
He leaves to cherish his memory a dedicated son-in-law and his only child, who is one bossy, loving, demanding and devoted daughter: Eric and Lacrecia Burks; three (3) grandchildren: Olivia, Ava and Devin Burks; five (5) siblings (in order of birth): Deloris Powell Lewis, Freddie Powell, Michael Powell, Gloria Powell Baako, and Edith Powell Mayomi; nine (9) nephews and nieces: Charrah Price Murray, Tavares Powell (Jeri), Erran Johnson, LeRoy Johnson, Jr., Melanie Johnson, Kendra Baako, Mykhala Baako, Brian Mayomi, Evan Mayomi; his last remaining uncle Eddie “Uncle Poole” Winston; and a host of great-nieces, great-nephews, other family members and friends.
