Viktor Ivanovich Mosin (August 18, 1939, vilage Gorenskaya Sloboda, Kaluga region - 18 May 2003, Moscow) - a professional soldier, an officer with higher military-political education, political commissar at the Main Political Headquarters of Internal Troops of the Ministry of Internal Affairs of the USSR, Deputy Head of the Political Department (1988-1991), Veteran of the Armed Forces of the USSR (1987), Colonel (1986).

He was born into a rural military family. In 1959 he graduated from a railway college № 1 in Kaluga. In 1965 he graduated from the Leningrad military-political school, and in 1975 he graduated from the V.I. Lenin Military-Political Academy in Moscow.

From 1559-1962 - turner at Kaluga Turbine Works; 1962-1965 - student of the Leningrad military-political school; 1965-1966 - deputy commander for political affairs of 31 team squad of internal security troops of the Ministry of Internal Affairs of the USSR; 1968-1971 - assistant Chief of the Political Department in military unit 3275; 1971-1974 - instructor of department of party organizational work in military unit 3469 of the Ministry of Internal Affairs of the USSR; 1974-1976 – a senior instructor of party organizational department work  in military unit 3469 of the Ministry of Internal Affairs of the USSR; 1976-1978 - Head of the Political Department in military unit 3280; 1978-1983 - lecturer at the Main Political Headquarters of Internal Troops of the Ministry of Internal Affairs of the USSR; 1983-1986 - Senior lecturer of the Main Political Headquarters of Internal Troops of the Ministry of Internal Affairs of the USSR; 1986-1988 - chief of the Political Department of the Main Political Headquarters of Internal Troops of the Ministry of Internal Affairs of the USSR; 1988-1991 - Deputy Head of the Political Department of the Main Political Headquarters of Internal Troops of the Ministry of Internal Affairs of the USSR; 1992-2003 - Head of administrative department of "Luzhniki Olympic Complex."

He was awarded with 15 awards and medals, including the medal "Excellent internal troops of Bulgaria" I Degree (1988); the jubilee medal "For Military Valour in commemoration of the 100th anniversary of the birth of V.I. Lenin" (1970); the medal "20 Years of Victory in the Great Patriotic War of 1941-1945" (1965); the medal "For faultless service in the Ministry of Internal Affairs of the USSR I (1972), II (1977) and III Degree (1982), the medal" For Distinction in Military Service "II degree (1986); the Medal "For Distinction in Military Service" I degree (1985), the medal “Veteran of the Armed Forces of the USSR” (1987), and the medal "In memory of the 850 anniversary of Moscow" (1997).

He was married to Svetlana Alexandrovna Shevyrev (Kaluga, Russian Federation). His son, Oleg Mosin, is a scientist (PhD in Chemistry).

He died mysteriously on 18 May 2003 in a day after he was put in the Main Clinical Hospital of the Ministry of Internal Affairs of Russian Federation in Moscow. Before being placed in the hospital he was in a healthy condition. His death was a shock to family and friends. Buried at Mitino cemetery in Moscow. Plot number № 115, grave number № 1906.
