Billy was born to William Thomas and Donna marie lockwood on july 24th, 1965, in Wenatchee, Washington. Spent much of his childhood traveling between Washington, California, and spent some time in germany with his Father, William Thomas. Billy had many sibilings and step-sibilings. He also grew up with his loving mother , step-father, and younger sister in Yucca Valley, California. Billy had many skills and trades, such as Cabinet Manufacturing, and was also employeed as a sanitation manager, and worked in the service industry. Below is from Billy's memorial card:]

                   Fill not your hearts with pain and sorrow

                  But remember me in every tomorow.

                   Remember the joy , the laughter, the smiles

                  Iv'e only gone to rest for a while.

                  Although my leaving causes pain and grief,

                  my going has eased my hurt and given me relief.

                  So dry your eyes, and remember me not as I am

                  But as I used to be.

                  Because I will remember you all, and look on with a smile,

                  understand in your hearts I've only gone to rest a while.

                  As long as i have the love of you,

                  I live in the hearts of all of you.
