Service will be held Wednesday, February 16, 2022 at W.E. Lusain Funeral Home and Crematory. Visitation will begin at 10:00am and service to follow at 11:00am. Interment at West Memory Gardens. Masks are required for entry.

Willie "Frank" Starks passed away peacefully, and was accepted in the arms of the lord February 6, 2022 at the age of 71. Born June 26, 1950 in Greenville, Alabama. 
He resided in Dayton, Ohio in 1957 at the age of 7.A former Dunbar High School student. And a former City worker for Rumpkey for over a decade.

He is preceded in death by his Father and Mother Mozell and Caroline Starks. 2 brothers Willie James Starks, and Henry White. 2 sisters Dorothy Thompson and Carolyn Starks.

He is survived by 3 sisters Edna Jones, Jhonnie Mae Starks, and Delores (Reginald) Wright. 2 nieces Laquisha Wright and Lashawnda (James) Bailey.  2 Nephews Keith Darby and Reginald Wright jr. 6 great nieces, 8 great nephews and a host of other relative and friends.
