I can't believe Eugene had left us for 3 years. His smile and voice is still lingering here in my mind like yesterday. Eugene is the North Star to me. He was a true leader with enthusiasms and empathy. My career was deeply influenced by him. I highly appreciate every piece of wisdom he shared with me, which guides me through the difficulties in my life and work.

I wish all the best to the Litvinov family. You living a good life in the mortal world is the best comfort to the great man in heaven.

This year the ISO New England BAT team honored Eugene with the first annual Eugene Litvinov Invitational Golf Tournament at East Mountain Country Club. Eugene was a great mentor and the best boss I ever worked for in my 40+ years of employment. His memory lives on in the camaraderie he inspired among the BAT team.

Today would have been Eugene's 72nd b-day. I see that many people visited his website, and I am grateful to each and all of you for remembering my beautiful man, whom I miss terribly. I don't know your names as most of you don't log in, but it doesn't really matter..Thank you:)
When I was thinking about him today, the lights went out for a few seconds, but when later I went upstairs, the light in torchiere lamp of his daughter's room was on. I don't know if it was a sign from him to me or not, but i would like to believe it was. Thank you all

I only knew Eugene through my dear friend Yelena and had a very brief hellos and goodbyes virtually over the past 2 years. But I knew from the start that besides being uniquely smart and gifted scientist and professional, Eugene is a very kind, gentle and loving human being. His love to his wife Yelena is something special that will never disappear. His love to his daughter Sashenka protected and will protect her forever.
I was shocked a year ago as so many of you by Eugene's untimely sudden passing... there is no answer to our question why our best and wonderful people are no longer with us, but as long as we thinking of them, they are here. I know that because this is true.

I just learned shocking and sad news and wanted to share my memories.
I knew Eugene since 1982 when I started working at the lab in Kiev Energosetproekt. He was older, much more seasoned engineer and was considered our “system stability guru” to whom we all frequently turned for a professional advice. I remember his PhD thesis of 1987 (still have a copy of the “autoreferat” with his handwritten good wishes) done under the same doctoral advisor, a professor at the Kiev Polytechnic Institute that majority of our team had. Even though the dissertation was universally accepted to be brilliant, curiously Genia had to go to Urals (Sverdlovsk Polyethnic Inst.) in order to defend it, we all knew why but that was the reality of our life.

Back then in the Soviet Union Genia and I often shared travels for software implementation – still remember our interesting trip to (Khabarovsk/Vladivostok). During the last 22 years in the U.S. our paths did not cross often, and Eugene and I met only once – in 2011 in Columbus, OH at an IEEE/PES Conference where we had a lively professional conversation and shared a meal… But I knew that Eugene Litvinov became a famous name in the industry as he has contributed significantly to many more subjects than Litvinov’s PhD thesis, specifically he became one of the best experts in modeling the emerging energy market and LMPs.  

Eugene was always so full of life, humor and inspiration and a person one can rely in any endeavors or business and a problem solver. I enjoyed working with Eugene and had learned from him a lot. He was a great and optimistic character and a natural team leader.

We are deeply sorry having learned about Genia’s passing and still cannot believe the Eugene Litvinov is not with us anymore. I want to convey our heartfelt condolences to Lena and the Litvinov family, may his memory be for a blessing to all of us.

I have been fortunate enough to have Eugene as my boss for more than 10 years. He would share with you the goals and make sure you had the resources and coach you needed to achieve them. He would also cover your back if needed. When I was at Eugene’s funeral, I saw he was beloved by many, and everyone had their favorite stories and quotes he used over time. You will always be missed, Eugene!

It was very shocking to hear the sad news. Eugene has been very inspirational and kind. I remember him talking about the hard time when he first came to this country and how he built the research group. I always told my friends at ISONE how lucky they are to have a "father" like Eugene. Есть люди, от которых становится тепло на душе только оттого, что вспоминаешь о них. Даже несмотря на то, что они очень далеко и ты понимаешь, что вряд ли когда-нибудь еще придется свидеться. Ты здесь, а они где-то там, на другом континенте, но одно то,что они есть, уже успокаивает и придает уверенности.
Память странная штука ... Она прокручивает ленту и оказывается,что некоторые кадры немного стерлись, а некоторые и вовсе засветились. Но на тех, что остались вижу Женю молодого, умного и остроумного, веселого выдумщика с добрыми и по-детски озорными глазами и широкой открытой улыбкой, с неизменной сигаретой и мгновенным ответом на все мои вопросы по работе и не только. Прошло уже очень много лет с тех пор, наши дети уже намного старше нас тогдашних, нас разбросало по разным частям света, но то время я до сих пор вспоминаю как время полное позитива и абсолютной гармонии. Женя был какой-то особенный, что ли : мудрее, свободнее, ярче, однако без тени заносчивости и снобизма. Он был “свой”.
Таких людей немного и от этого еще труднее их терять. Тем более так внезапно и навсегда. И тут уже неважны никакие расстояния в пространстве и во времени. Это всегда очень грустно и больно. Но боль - это тоже урок. К сожалению, пройти его раз и навсегда не дано. Мне хочется верить, что ничего не исчезает бесследно, и даже после ухода человек продолжает жить, если не в другой реальности, то уж точно в нашей памяти.
Счастливы прожившие с ним и знавшие его лучше меня.

I had the pleasure of meeting Eugene when he first started at the old New England Power Pool that eventually became ISO New England. Over the many years we would work on and off on various projects. I could go on for a very long time about all of his technical accomplishments and industry-wide recognition but in this time of sorrow I think more about the man he was. He would come into my office and talk about the need to educate the new engineers coming into the business or a simple discussion about what's the newest bourbon that he should try or the crazy high cost of colleges these days or just reminiscing about the good old days, etc, etc.. He was one of those brilliant people that was just fun to be around, he was always well grounded and had a very sneaky sense of humor. He will be missed by all.

I am deeply saddened by the loss of Eugene, who, in the best way possible, led an example of forward-looking thought leader in the power industry. Back in 2006, as a second year Ph.D. student, I had the great fortune to do a summer intern at ISO-New England (still in the old building). Together with my director supervisor, we were examining a problem of price convergence issue between day-ahead and real-time market. Just as we thought we were stuck, my director supervisor introduced me to Eugene, and that made all the difference. Eugene's deep insights that connect real-world market operational issues with fundamental power system mathematical modeling was inspirational.

We continued correspondence and interactions over the years. The most recent interaction was that he graciously accepted an invitation to speak at the 2020 NSF Workshop on Machine Learning and Data Science for Power Systems. His presence at the workshop provided much-needed industry perspective for the emerging applications of ML and data sciences.

He will be sorely missed by the power and energy community.

I first met Eugene in 2004. His sharp mind impressed me immediately. I joined his group at ISO New England in 2008 and since then, we've had great time working together! Besides his well-known width and depth of knowledge, Eugene, a true leader, has a great vision, a genuine kindness to help others, and a good sense of humor. I was lucky to receive his mentorship and support on both my work and life during all these years.

I was shocked by Eugene's sudden leave, especially so because he was just discussing with me the day before and he's as visionary as usual on the topic. Words are not sufficient to express my deep sorrow! His passing is a huge loss to the society and myself. Eugene, you and your smile will be forever remembered!

I am truly sad to hear the shocking news. It is a big loss of our research community. My condolences to Eugene's family.

I first came to know Eugene from his many inspiring papers. Then, I met him a few times at different conferences (PES-GM, INFORMS, NSF workshops, etc). I can still vividly remember our discussion about the convex hull pricing.

This is truly sad. Our roads crossed many times in the past. I recall reading his PhD thesis in 1980s while working myself on the related topic. In 1990s we discussed “the right way” implementing transfer analysis for similar applications we both worked while starting our professional lives in this country. In this century we talked about various topics of market design, cloud and many other things, then working on various projects with the BAT team that he founded. During my every visit to ISO I always stopped by his office to chat about various ideas or just about life.

He was a true visionary and will be missed.

I came to know Eugene long before I joined his team at ISO New England in 2018. Words could not express the shock and grief upon hearing his passing on September 25. The power and energy community has lost a giant who had genuine passion and vision for the field, and guided many good efforts. To his family and friends, we lost a dearly loved husband, father and brother. His life has blessed many. We were fortune to have known him. At work, he had been strict with those whom he supervised but never lacked kindness and trust. The loss of Eugene will be felt by all of us for many, many days to come.

Every contact with Eugene meant learning something new. His vision and knowledge attracted attention of wider audiences beyond energy and power. This really is a shocking and highly unexpected news. My sincere condolences to his family.

Eugene was a true erudite and one of the most respected and valued researchers and thinkers in the field of electrical power engineering by both industry and academia, who generously shared his knowledge and experience. His clear thinking, depth and breadth of his power engineering knowledge and sound moral values are some of the virtues that I’ll remember him by. I’ll treasury the memory of him and in particular lovely discussions we had will serving on PES Fellows Evaluation Committee some years ago. May he rest in peace.

Hearing of Eugene's death on September 25, 2020, was extremely shocking and upsetting. I first encountered Eugene when I participated in an ISO-NE LMP training session he offered for industry professionals at the Hyatt Regency in Boston, Nov 15-16, 2004. (I think I was the only academic in the room.) He was welcoming, patient, and exceedingly kind to an economist struggling to master the intricacies of restructured wholesale power markets. My last email to him was on September 22, three days prior to his death, to share talk slides from my September 18th participation in a lively EPRI-sponsored webinar with RTO/ISO staff members.  In the intervening sixteen years, at annual IEEE PES general meetings and through multiple email exchanges, I had the great pleasure of continuing to learn from Eugene about current ISO-NE wholesale power market operations and ongoing initiatives to adjust these operations in response to a changing resource mix. It is difficult indeed to accept he is no longer with us.

Eugene and his BAT team at ISO New England always treated me like family. I'll never forget my internship last Fall, one of the best periods of my life, thanks to him and to his team. Eugene loved his family. He was very proud of them and bragged about them during many of our conversations, both the family at home and at work.

What a leader he was, a role model indeed, never governed by fear, only by conviction. I can't remember a time when Eugene didn't know what he was doing. He never lacked the courage to push for and support ideas that weren't conventional at the time. He expected the world from his BAT team, both in our work product and in the way we presented and expressed ourselves to others, and carried us on his shoulders in our endeavors. A real hero, the original bat-man, behind it all, Eugene deserve the greatest of praise, and our industry is forever in debt to his vision and to his leadership. I'll never forget the sharpness and fine attention to detail, the energy, and the spirit that he brought to our group meetings, and how he'd always brighten the moments we spent together with his wit and humor.

It's been a pleasure, Eugene! We are all very lucky to have been blessed by your presence in our lives. May you rest in peace.

I’m deeply saddened by the passing of a friend and colleague Eugene Litvinov. One thing I can say with an open heart is that Eugene believed in people, cared greatly about his work, and enjoyed seeing others thrive. I honestly do not know anyone with Eugene’s intellect and kindness. He brought humanity with him wherever he went. And his mastery of mathematics, power systems, economics, and markets made him a giant to me and many others. I have many memories of learning, growing personally and professionally from Eugene. As I wrote this, I’m shocked that Eugene has left us all way too soon. My most sincere condolences to Eugene’s family and friends on the passing of a great man.

Eugene was the father of the business architecture and technology group at ISO New England, where he worked for his entire life in the US. Over the years, he built the most innovative team in the ISO. Eugene cared about folks around him and treated all team members as of his own children. Like a mother hen, who keeps her chicks under her wings when the storm comes, he kept us from all kinds of distractions and let us concentrate on our work. 

Working with Eugene was fun and inspiring. I was so lucky to have the opportunity to work with him in the past 18 years. He was accessible, open-minded, and willing to listen to different opinions. His office door was always open, so folks can drop in and have a quick chat. His whiteboard was always full of graphs and equations except a blank spot, where people can write down their new thoughts. I had enjoyed numerous discussions with him on many topics including wholesale market designs and power system technologies. 

Eugene was tall and strong. He had big eyes and always wore glasses with a black frame. This made him look serious and sometime intimidating if he looked at you directly. However, when he opened his mouth and started talking, you will find him humorous. He always asked people who came to his staff meeting the last to report first, but he never applied this rule to himself when he was in such situation. Sometime, he could write down a set of numbers on the whiteboard in the meeting room before the staff meeting, and asked people how many numbers they had remembered at the end of the meeting, making our lives so “miserable”. 

Eugene was very creative and looked at problems from different angels. He was good at making things work and making tough decisions. When designing ancillary service market for New England, we had a heated debate about the market design, but just could not reach an agreement. Eugene literally locked us in the basement of a restaurant, 2 miles away from the office. We were not allowed to get out until the problem was solved. Magic happened that afternoon as the team worked together. This was how our ancillary services market design got finalized, and more importantly I survived my first escape room game. 

Eugene was energetic and always ready to take up any challenges. He was always the first one arrived at the office in the morning. He was eager to learn new math theories, follow new trends in the industry, and even read IEEE papers on beach during his vacation. He could climb up three stairs in one step with his long legs. He laughed at me by saying “You are young, why do you breath so heavily like this?” when he zoomed past me on the staircase.
He embraced new ideas and enjoyed new technologies. He was so happy to collect all kinds of gadgets such as the little green laser pointer and exotic pens. I guess he would be thrilled if he got the James Bond gadgets. He liked math, theories and puzzles, enjoyed teasing folks in a hilarious way. I still remembered how he gave people math quiz during the interview, especially on solving power flow equations, and I feel so sorry for them.

Eugen was such a great person who I cannot tell all at once. His abrupt departure turned these wonderful moments into memories. Eugene will be deeply missed.

It was a shock when I heard Eugene left us forever. I still remember vividly that I first met Eugene back in 2002 in a meeting with ISONE when I started my career with Alstom Grid, and all the IEEE panels, lunches and dinners with fun chats about power systems and markets. Eugene was an industry asset with rich experiences in both EMS and MMS. He was a key sponsor for power market innovations. He will be missed by the entire power engineering society.

EUGENE LITVINOV, chief technologist for ISO New England Inc., died September 25, 2020, at age 70. He lived life to the fullest, and his legacy will continue through the impacts of his pioneering work in the electricity industry and his relationships with colleagues, peers, and friends.

Born July 1, 1950, in Kiev, Ukraine, Eugene received his master’s in electrical engineering from the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” in 1973 and his PhD in computer-based power system control from Ural State Technical University in 1987. He worked for two decades at Kiev’s Power Systems & Network Research Design Institute as a senior researcher and engineer.

In 1991 he emigrated with his family as a refugee from the Soviet Union. In the United States he joined the New England Power Pool, predecessor of ISO New England, as a senior engineer. He later became a US citizen and volunteered to help other refugees establish fruitful lives in western Massachusetts through the Jewish Family Services organization.

In a career spanning 28 years, Eugene led ISO’s technical effort in support of the regional policy goal of restructuring the electric system. He was a visionary both for the company and the industry at large, transforming theoretical auction concepts and high-level regulatory tariffs into successful online market platforms for wholesale electricity. His unique blend of skills in power system control, optimization, and software design, as well as his technical leadership, enabled the New England region to implement “best-in-class” market design and power system control algorithms, thereby improving the efficiency and reliability of the region’s power system serving 14.5 million people.

Eugene collaborated extensively with both industry and academic partners around the world to seek optimal solutions to real-world power system problems. His optimization mathematics and designs were recognized and adopted by other independent system operators, vendors that support wholesale power systems and markets, and the Federal Energy Regulatory Commission (FERC), advancing the level of efficient market structures across the industry. His contributions were fundamental in ensuring a progressive and stable wholesale market that attracted more than $16 billion of investment in new generating resources to New England and $20 billion in transmission and distributed resources.

Following are just some of his remarkable accomplishments:
• The industry’s first nodal energy market that included losses and congestion
• The first cooptimized reserve markets in the real-time market, with operating reserve demand curves
• Best practice enhancements to enable fast-start resources to set energy prices, as recognized by FERC
• State-of-the-art design of nested, locational, convex, capacity market demand curves that recognize the marginal reliability contribution of resources in adjacent capacity zones
• A pioneering optimization approach in unit commitment and economic dispatch
• New algorithms and applications designed for phasor measurement unit (PMU) technology, including the development of oscillation source location using a dissipating energy flow method and on-line voltage stability analysis
• Use of cloud computing for power system control and planning applications in the ISO environment
• A new regional market settlement system, one of the most successful settlement architectures in the industry, with the first implementation of semiweekly and 5-minute settlements
• Creation of a mathematical framework to optimize power flow between two regional systems, New England and New York, in relation to wholesale market prices, known as coordinated transaction scheduling; wholesale market monitors recognized this implementation as the most efficient in the industry
• Coleader of a novel market design to address energy scheduling and storage problems in an energy-constrained system and marketplace.

Eugene was also the author or coauthor of many academic papers and research articles for industry journals, winning several best paper awards from the IEEE Power and Energy Society (PES). In addition to his NAE membership, he was an IEEE fellow; a member of the IEEE PES Fellowship Committee, CIGRÉ (International Council on Large Electric Systems), and the PSERC (Power System Engineering Research Center) Industrial Advisory Board; chair and member of ARPA projects; and an editor of IEEE Transactions on Power Systems.

Eugene was a leader in every facet of his life, a visionary who pushed the envelope in the electricity industry, and who rallied his colleagues and staff to be the best they could be, both professionally and personally. He made friends all over the world, and his influence and imprint on the industry will endure as his legacy is carried on by all who knew, admired, and loved him.

Eugene was a loving husband, father, and grandfather, and will be dearly missed by his wife, Yelena; daughters Anna and Alexandra; and three grandchildren.

On June 5, 1991, our "independence day", we came to this country. 31 years later, our oldest grandson Daniel graduated from high school. Zhenya would have been so proud!
