About Barbara

Barbara Ann Proctor-Carter née White was born the only child to Harry and Alberta White on June 19, 1931.  A native Washingtonian, she was the a member of the first graduating class of Cardozo Senior High School under Washington’s segregated school system.  Nicknamed “Sugar” because of her sweet disposition, she was a member of the Amaryllis and Commentators clubs.

 

After graduation she married James “Buck” Proctor, Sr. at Incarnation Catholic Church in Washington, DC on September 17, 1949.  Together they had six children, James “JR” Roland, Jr.(de.), Helen “Starr” Alberta (de.), LaJuan “Wannie” Maria, Gwendolyn “Gwen” Ann, Reginald “Reggie” Thomas and Kenneth “Ken” Wayne.

 

A Child Welfare Advisor for the District of Columbia, she loved children.  After the death of James, Sr. she continued her dedication to helping others by working at a Health Clinic in Benning Heights. 

 

In 1997 she married Howwin Carter, Sr.  Together they were devoted parishioners of the St. Theresa of Avila Catholic church in Southeast, DC.  Barbara served as a member of the church’s Women’s Sodality. 

 

Barbara thoroughly enjoyed traveling and was an avid cruiser.  She also spent much time collecting dolls and stuffed animals.

 

In her free time she enjoyed playing Bing, watching her daytime ‘stories’ and "walking and shopping" at Iverson Mall.  Her love for shopping was evident in her impeccable taste in fashion and love for shoes and suits.

 

A breast cancer survivor, Barbara possessed loving and kind spirit.  Her greatest joy was spoiling her eight grandchildren, Ronald (de.), Lekiah (Kiah), Travis, Jamon, Regina (Gina), Reginald, Jr. (RJ), Asia, Ariel, Rashawn, and great-grandchildren Khairo, Raeanna, Ejypt, and Leira.   

 

She is survived by several of her children, grandchildren, cousins, sisters-in-spirit and many other family members and friends that are deeply saddened by her passing.
