Mr. Belcher was born in Chambers County November 18, 1921 to the late Leonard L. Belcher and the late Julia Elizabeth Foster Belcher, he was a member and deacon and song in the choir of the First Baptist Church of LaFayette, and was an avid Alabama Football and Atlanta Braves fan, a US Army veteran, member of the American Legion, he served on the LaFayette City Council from 1968 until 1980, he owned and operated Belcher's Home Furnishings and Custom Picture Framing, and a was a cattle farmer.

Survivors are his daughter Beverly (Dennis) Geck of Mobile, Al., son Carey (Rachel) Belcher of Daviston, Al.
