The LEBC prepared and adopted the Comprehensive Conversion Program for Alternative Uses of the Military Baselands and the Military Camps in Metro Manila which was approved by President Corazon C. Aquino in October 1990. The Comprehensive Conversion Program became the framework for the conversion of Subic Naval Base, Clark Air Base, and other military bases, and of Ft.Bonifacio and other military camps in Metro Manila.
